普林斯頓經濟學教授Alan B. Krueger就其好友對其07年新書的評論發表了一篇回應。
他的同窗Tyler Cowen對Krueger的新書評論道，“你通篇只是在說是什么因素阻礙了恐怖分子的產生，卻沒說是什么因素創造了恐怖分子。”
Krueger回應稱，正如Kowen所說，“我”這本書建立了這樣一個觀點：“從數據上看，貧窮不會造就恐怖分子”。“較之受教育程度較低和文盲人群，教育良好的群體中更容易出現恐怖分子。”此外，“沒有證據顯示恐怖主義在伊斯蘭國家，或在那些人均GDP低生育率高的國家更盛行。”
恐怖分子是緣起于對地緣政治目標的訴求。當恐怖分子們認為達成其政治目的的唯一或最好方式是進行恐怖行動時，他們將愿意以犧牲無辜者為代價，乃至他們自己。
恐怖分子更可能來源于文明自由和政治權利受到壓迫的國家。而受到壓迫的原因也多種多樣，很難有一個統一的模板來描繪恐怖分子的形象。極端主義者可能會因為在其他廣大人群中習以為常的因素而不惜犧牲自己。潛在的恐怖分子是無限的，但恐怖組織承載發動恐怖活動的能力是有限的。在這種情況下，我們應通過降低恐怖組織承載力，提供其發聲渠道的方式打擊恐怖活動，而非去緊盯那些潛在的恐怖分子。
實際上，比之和犯罪行為類比，恐怖活動更應該和選舉類比。比之不投票的人，關注政治的人們更傾向于參與選舉，盡管這樣做會耗費更多的機會成本。恐怖組織同樣也是想表達其政治訴求。因而是否會有新的恐怖分子產生，就取決于這些組織的訴求是什么，以及他們有哪些實現其訴求的選擇。
這篇文章打破了人們對于恐怖活動的一般觀念，并非是貧窮和無知造就了恐怖分子，而是嚴酷的社會環境，讓極端主義者相信唯有恐怖活動才能最好地傳達其政治訴求。潛在的恐怖分子是無盡的（因為因素非常紛雜），我們應能做的是盡量削弱那些為恐怖活動創造可能的組織；和平談判，武力打擊都是可行的方式。
